中国竞彩网国际学生学籍管理规定
Regulations on Students’ Status Management for International Students of Yuncheng University
为维护学校正常的教育教学秩序，确保国际学生教育质量，以《中国竞彩网学生学籍管理细则》为依据，结合国际学生的教育实际情况，特制定本规定。
To safeguard the well-balanced teaching order in the university and to ensure the educational quality of the international students, the Regulations on Students’ Status Management for International Students of Taiyuan Normal University are stipulated in accordance with the Regulations on Students’ Status Management of Yuncheng University as well as in combination of the reality of international students of our university.
第一章 入学与注册
Chapter I Enrollment and Registration
（一）国际学生必须持《外国国际学生录取通知书》以及《外国留学人员来华签证申请表》，按照录取通知书规定的时间和要求到国际教育中心报道注册，并按照规定交纳学费、住宿费等相关费用。因故未能按期入学者，必须事先向国际教育中心留学管理办公室请假，并附相关证明材料。假期不得超过两周。未经请假或请假逾期未报到者，除因不可抗力等正当事由以外，视为自动放弃入学资格。
Clause 1 New students are required to register at the International Education Center within the dates specified on the admission letter, along with their Registration Documents i.e. Admission Letter and Original Student Visa Application Form (JW202). Tuition and administration fees shall be paid upon registration.
（二）在校生必须按照学校规定的时间报到。报到后一周内，统一到国际教育中心办理注册手续，取得本学期的学习资格。为按照学校规定及时交纳学费者或者其他不符合注册条件者不予注册，不能注册者视为放弃学籍，因故不能如期注册者，必须事先办理暂缓注册手续，否则以旷课论处。
Clause 2 Existing students are required to register in International Education Center in the first week of new semesters. Students who have overdue fees or do not meet the registration requirements are not allowed for registration. Those who cannot register in due time must apply for a Delayed Registration otherwise would be considered as absent from class.
（三）新生到校后必须到卫生检疫部门进行体检，费用自理，不符合健康标准者，取消其入学资格，并应立即离校，产生的费用由学生自负。入境30天内应到公安部门办理居留手续。逾期不办者，将受到公安部门处罚，学生可能会被遣返回国，所产生的费用及其法律后果须由学生自负。
Clause 3 It is compulsory for every overseas student to have medical examination after registration and pay by themselves. A student whose health does not meet the requirements of the examination must leave China immediately. The overseas students who enter China should apply for a residence permit in the police department within thirty days. Disobeyers will be punished by the police and repatriated to their homeland. Moreover, they should take the consequences for the fees and legal consequences caused by their negligence.
第二章 学制与学习年限
Chapter II Mode and Duration of Study
国际学生学习汉语语言时间分为一学期、一年或两年，本科学制为四年。因各种原因保留学籍、休学等均计入在校学习年限。如需延长学习期限，由学生自行提出申请，报请学校有关部门批准。
The duration of studying Chinese language for international students is three months, six months, one year or two years, pursuing a Bachelor degree is four years while a Master degree is three years. The medical leave of studies will also be counted into the duration of studying. If international students want to extend their studying duration, they should apply for it by themselves and be approved by the relevant departments of the university.
第三章 纪律与考勤
Chapter III Student Disciplines and Attendance
（一）国际学生必须严格遵守法律、法规和学校规定的各项规章制度。对违纪的学生，根据《中国竞彩网国际学生违纪处理规则》做相应处分。
Clause 1 International students must abide by the Chinese laws and codes as well as the University rules and regulations. The University will take disciplinary action against students who breach the rules and regulations in accordance with the International Student code of conduct of Yuncheng University.
（二）国际学生必须按照教学培养计划的要求，认真参加各门课程的课堂教学、实验教学环节以及其他各项教学环节，积极参加学校的各项活动。学生因病或其他原因不能上课时，必须履行请假手续，就国际学生辅导员批准，方可请假。如果假期已满仍不能回校学习，必须按有关规定办理续假手续，否则以旷课论处。
Clause 2 International students shall attend all the required classes, laboratory experiments, field work, etc., as well as activities and events organized by the university. If students cannot attend class for medical or other extenuation reasons, they must ask for leave from the International Education Center. Those who cannot return in due time shall apply for an extension of leave and provide relevant statements or certifications to the International Education Center. Otherwise, they should be taken as absence from class.
（三）凡已注册的学生必须参加学校组织的各项集体活动，无故却不参加者，按旷课论处并将视具体情况给予额外处罚。
Clause 3 Registered students shall participate in required activities and events organized by the University and the International Education Center. Those who are absent without any notice will be considered as absent in class and will receive penalties according to the circumstances.
（四）国际学生享受中国法定的节假日及学校的寒暑假。但国际学生派遣国的重大节日和国外其他节日，学校均不放假。
Clause 4 International students have the same public holidays, winter and summer vocations as Chinese students. The University does not arrange holidays in any form for festivals and celebrations of students’ home countries.
第四章 成绩考核
Chapter IV Student Examinations
（一）学校会对学生所修读的课程进行考试，并结合平时学习情况评定成绩，成绩在60分以上为合格，考试成绩记入学生档案。必修课考试不合格的课程，应缴费重修，重修费每门按照300元计算。
Clause 1 International students must take examinations of all the courses. The final score is composed of the final examination and the performance during the term. The passing score is 60 percent. Results will be published in overseas students’ result cards. Failure of exam will cause them t restudy the course. Overseas students must pay for all the additional expenses. Each subject should be paid RMB 300 yuan.
（二）考试作弊的学生，该课成绩以零计分，并给予记过处理，情节严重者不予补考。因故不能参加考试，必须事先向国际学生管理办公室请假，经批准后可缓考，对无故不参加考试者以旷考论处。旷考学生不得参加补考，并给予留学察看处理。
Clause 2 The international students must observe the rules of the examination room and must not cheat during examinations. Once cheating is found, the paper will be marked Zero and the student will be given a demerit (Down grading) punishment. Moreover, severe violator will not be allowed to take part in the ongoing exams. During the examination week, is a student cannot take an exam with approval of the International Students Office, he/she can take the make-up examination. Those who fail to take the examination will be regarded as skip from exam. Furthermore, the student will be probated by disciplines. The students who abandon the exam without any reason violator will not be allowed to take part in the make-up exams.
（三）因病（持医院相关证明）或其他特殊原因不能参加结课考核的学生，应事先办理缓考手续，经国际教育中心批准后方可缓考。
Clause 3 Students that cannot take examinations and assessments for medical reasons (Doctor’s note required) or extenuating reasons shall apply for delayed examinations with the consent of the International Education Center.
第五章 休学与复学
Chapter V Temporary Suspension of Studies and Resumption of Studies
（一）学生有以下情况之一，经审查属实可予以休学：
Clause 1 Students are eligible to take a temporary suspension of studies under any of the following circumstances:
1.因病经校医院或指定医疗机构诊断后，需停课治疗、休学占一学期总学时三分之一者（肝炎、肺结核等传染病患者必须休学）；
1. Students who are diagnosed ill by the University hospital or the hospitals entrusted by with the illness will consume 1/3 of the total course hours in one semester for medical treatment. Students suffering from contagious diseases are required to take a Temporary Suspension Studies (up to 2 years at most).
2.一学期请假超过一学期总学时三分之一以上者；
2. Students who ask for leave for over 1/3 of the total course hours in one semester.
3.因某种特殊原因，本人申请休学或学校认为必须休学者。
3. Students who request a temporary suspension of studies with extenuating reasons, or who is decided to take it by the University.
（二）申请休学的学生，需提交验证材料，报国际教育中心批准。
Clause 2 Applicants shall submit required documents to the International Education Center for approval.
（三）本科国际学生休学最长年限为两年，学期结束前开始休学的，该学期按休学计算。学生经批准休学后，无论何种原因，均不得住在校内，不得听课和参加考试，也不应该提前复学。期满后仍不能复学者，作自动放弃学籍处理。学习期间一般只能办理一次休学。
Clause 3 The maximum period of a temporary suspension is two years. If students suspend their study before the end of a semester, the current semester will be counted into the suspension period. Suspended students are not allowed to stay in campus, attend classes or tests, or resume study for any reason before the expiry date of suspension. The students who do not resume study by the designated date will be considered as permanent suspension of studies. Each student can take a temporary suspension of studies only once.
（四）休学的国际学生一般应回国休养，往返路费和回国休养期间的医疗费用自理。享受奖学金的本科国际学生休学期间其奖学金暂停发放。
Clause 4 International students under suspension should return to their home countries and pay for their own travel and medical expenses. For scholarship students, their living allowance will be suspended during their leave.
（五）办理休学的国际学生休学期满办理复学手续，应在休学期满前1个月向国际教育中心提出复学申请。因伤病休学的学生，申请复学时必须到校医院进行身体检查。复查合格，方可申请复学。经国际教育中心批准后复学，复学学生一般编入原专业的下一年级学习。
Clause 5 International students under suspension should apply for resumption to the International Education Center one month prior to the return date, and the students under suspension for medical reasons are required to take a physical examination in the University hospital before applying for a resumption application. Suspended students cannot resume their study without an official consent of the International Education Center. Students that resume their study will be assigned into the lower grade of the same major. If the University stops enrollment of the original majors of those students, they can study in a relevant major with the consent of the International Education Center.
第六章 转学
Chapter VI Transfer Students
（一）国际学生在我校就读期间，如患病或确有特殊困难，无法继续在本校学习者可申请转学或休学。
Clause 1 International students studying in Taiyuan Normal University, such as sick or have special difficulties, cannot continue in learning program. Such students can apply for transfer or suspension.
（二）有下列情形之一者，不予考虑转学：
Clause 2 Under the following circumstances, transfer will not be considered:
1.因违反校规校纪，表现恶劣，学校做出退学或开除学籍处理者。
1. In case of violation of the University disciplines, poor performance, the school will suggest to drop out or expel such students.
2.未缴清在我校学习期限内学费及相关费用者。
2. Those students who have not paid their tuition fees and related fees during their studying period.
（三）转学审批程序：
Clause 3 Transfer Approval and Transfer Procedures:
1.国际学生要求转学时，须由学生本人申请，国际教育中心批准后，办理相关手续。
1. Students are required to apply for transfer application by their own and must get the approval of the International Education Center for the relevant procedures.
2.其他院校学生申请转入我校者，国际教育中心接到转出院校的无异议证明公函及该国际学生的外国人来华签证申请表后，报校领导批准后，可与转出院校商量。
2. Transfer students from other institutions applying for Taiyuan Normal University, the International Education Center received the transfer letter (NOC) of the formal institutions ad the students of foreign students 1st visa application Letter (JW202), with the approval of other institution foreign students Affairs office and Mark Sheets.
3.申请转入我校的国际学生须持有转出院校提供的相关材料、在校期间表现情况及个人成绩等本人档案，来我校接受审核。经国际教育中心审核同意，报学校领导批准后，方可入学。
3. International students who apply for transfer to our university must show personal files provided by the original institution, including relevant documents, individual performance and personal transcripts. They can only be admitted to our university after being approved by the International Education Center and submitted to the leaders for approval.
第七章 退学
Chapter VII Permanent Suspension of Studies
（一）国际学生有下列情形之一者，应予以退学：
Clause 1 International students shall receive a permanent suspension of studies under the following circumstances:
1.本人申请退学者；
1. Voluntary withdrawal;
2.休学期满，在规定时间内没有办理复学手续者；
2. Students who do not comply with the resumption formalities in due time after temporary suspension of studies;
3.休学期满，复学体检检查不合格者；
3. Students who do not pass the physical examination of the resumption procedures after temporary suspension of studies;
4.经确诊为精神病、癫痫病、麻风病以及患有其它疾病不能继续学习者；
4. Students who are diagnosed with mental diseases, epilepsy, leprosy and the sort, which can seriously affect their studying;
5.因致残不能继续正常学习者；
5. Students who are unable to continue regular study due to injuries or disabilities;
6.严重违反校规校纪者；
6. Students who are considered severely breaching the university rules and regulations;
7.超过学校规定的期限未注册报到而又无正当理由者；
7. Students who do not register in the due time without extenuating reasons;
8.触犯中国法律并被中国司法机关处以拘留以上处罚者。
8. Students who violate the Chinese laws and receive penalties such as detention or worse by Chinese judicial authorities.
（二）国际学生有下列情形之一者，应予以开除学籍：
Clause 2 International students will terminate their student status under the following circumstances:
1.未办理任何手续，自动中止学业者；
1. Students who voluntarily withdraw from studies without any formal application.
2.不缴学费者；
2. Students who do not pay tuition fees.
3.每学期旷课累计达到五十学时者；
3. Students who are absent from class up to 50 teaching hours each semester.
4.请假期满两周后仍无故不返校者。
4. During the winter and summer vocation as well as school hours, if students do not return to the University without any reason after two weeks of leave, he/she will be expelled from the University.
（三）国际学生退学或取消国际学生学籍，由国际学生或国际教育中心提出，经学校审核批准后，由国际教育中心终止其在我校的学习生活。
Clause 3 Applicants or the International Education Center shall submit a written report to the University for reviewing and approval of the permanent suspension of studies of international students. If approved, the International Education Center will cancel the Residence Permit of their applicants.
（四）退学的学生，原则上不得申请复学。
Clause 4 Students under permanent suspension of studies cannot apply for resumption.
（五）开除学籍和退学的学生，其所缴费用不予退还。
Clause 5 The University will not refund the fees to students who are under termination of their student status, or who are under expulsion or permanent suspension of studies.
（六）退学者应在离校前办好各类退学手续，包括校内的证卡手续和签证手续。
Clause 6 Students under permanent suspension of studies should complete all the required procedures before leaving, such as the campus ID and visa affairs.
第八章 附则
Chapter VIII Supplementary Clauses
（一）本规定适用于我校全日制来华本科国际学生。
Clause 1 These general regulations apply for all full-time undergraduate international students.
（二）本规定自发布之日起试行，最终解释权归国际教育中心所有。
Clause 2 These general regulations will be effective from the date of issue. The International Education Center reserves the right to make final interpretation of these regulations.
